By order dated October 9th 2020 of the Rector of the University of Évora, it was deliberated to open an international selection contest for the position of doctor in the scientific area of Earth Sciences-Geology under a fixed term public service work contract regime with the duration of three years, within the scope of the program for Hiring Highly Qualified Human Resources (RHAQ), Refª ALT20-59-2019-24 with the objective of carrying out R&D activities with a strong transfer of knowledge to society, namely to local authorities and companies with regard to assessment of the mineral resources of Alentejo. The candidate should also develop activities to inventory and characterize those resources, seeking to foster research activities in the area of mineral resources of the ICT, through calls for national and international R&D projects and partnerships with national and international entities. The activity to be carried out by the candidate must have the following main objectives: - provide local decision-making institutions, namely local authorities, with information and tools for better territorial management and planning, according with the responsibilities of the municipalities; - increase the conection between the ICT / University of Évora with extractive and exploration companies, allowing the development of a set of new opportunities and the use and valorization of endogenous geological resources; - improve the characterization and cataloguing of metallic mineral resources in Central Alentejo and Alto Alentejo; - promote lifelong learning in geology and geological resources areas, their importance, necessity and environmental impacts.

ANNOUNCEMENT OF OPENING OF AN INTERNATIONAL SELECTION CONTEST PROCEDURE FOR CONTRACTING A DOCTOR UNDER THE HIGHLY QUALIFIED RESOURCE HIRING PROGRAM Universidade de Évora Aviso (extrato) n.º 17397/2020, de 29 de outubro By order dated October 9th 2020 of the Rector of the University of Évora, it was deliberated to open an international selection contest for the position of doctor in the scientific area of Earth Sciences-Geology under a fixed term public service work contract regime with the duration of three years, within the scope of the program for Hiring Highly Qualified Human Resources (RHAQ), Refª ALT20-59-2019-24 with the objective of carrying out R&D activities with a strong transfer of knowledge to society, namely to local authorities and companies with regard to assessment of the mineral resources of Alentejo. Applicable legislation: Decree-Law no. 57/2016 of 29th August, which approves the doctor hiring regime destined to stimulate scientific and technological employment in all areas of knowledge (RJEC). General Public Service Labour Law (LTFP), approved in annex to Law no. 35/2014 of 20 June, under its current wording. Performace Evaluation Regulation of PhD Researchers of University of Évora published by act nº 7123/2019 (2nd series) of 9th August. 3. Pursuant to article 16 of Decree-Law no. 57/2016 of 29th August, this contest procedure shall be exempt from authorization by the Government members, namely Finances and Public Administration, as mentioned in nº 3 of article 7 of the LTFP; from obtaining a prior favourable opinion from the Government members in charge of Finances and Public Administration areas, as mentioned in nº 5 of article 30 of the LTFP, and from the recruitment process for workers in a requalification position, mentioned in article 265 of the LTFP. 4. Pursuant to article 13 of the RJEC, the contest selection panel has the following composition: President: Pedro Miguel Madureira Pimenta Nogueira, Prof. auxiliar da Escola de Ciências e Tecnologia, Universidade de Évora. Members: Fernando Manuel Pereira Noronha, Professor emérito da Faculdade de Ciências, Universidade do Porto; Helena Maria Sant’Ovaia Mendes da Silva, Profª associada da Faculdade de Ciências, Universidade do Porto; Mário Abel Gonçalves, Prof. auxiliar da Faculdade de Ciências, Universidade de Lisboa. 5. The place of work is situated in the Institute of Earth Sciences, Évora pole, in the University of Évora. 6. The monthly remuneration to be paid is 2 134,73€, corresponding to level 33 of the Single Salary Table approved by Decree-Law no. 10-B/2020 of 20th March. 7. National, foreign or stateless candidates holding a doctorate degree in Earth Sciences-Geology can submit their applications, showing a scientific and professional curriculum suited for the activity to be performed which includes:, - Professional experience of knowledge transfer and applied research activities in the study of mineral resources; - Relevant scientific background or specific professional specialization, especially on Alentejo mineral resources; - Relevant experience in scientific dissemination activities; - Experience and participation in scientific research projects, as well as on the promotion and dissemination of those projects. If the PhD has been awarded by a foreign higher education institution, the candidates are admitted to the procedure, according to paragraph e) of paragraph 2 of article 4 of Decree-Law nº 60/2018, of 3th August and the registration/recognition of the degree in Portugal to be effected after the end of the tender, under the terms provided for in Decree-Law nº 66/2018, of 16th August, and is only necessary in the act of contracting. 8. General contest admission requirements are those specified in article 17 of the LTFP and special requirements specified in the previous section. 9. Pursuant to article 5 of the RJEC, selection is to be made based on the evaluation of the scientific and curricular career of the candidates. 10. The evaluation of the scientific and curricular career focuses on relevance, quality and up-to-dateness: a) Of the scientific, technological, cultural or artistic production in the last five years, deemed most relevant by the candidate; b) Of research activities, applied or based on practical work, developed in the last five years by the candidate and considered of greatest impact; c) Of knowledge extension and dissemination activities developed in the last five years by the candidate, namely in the context of the promotion of culture and scientific practices and considered of greatest relevance; d) Of science, technology and innovation programme management activities, or experience of the candidate in observing and monitoring the scientific and technological or higher education system in Portugal or abroad. 11. The five-year period mentioned above can be extended by the panel, if requested by the candidate, whenever the suspension of scientific activities is founded on socially protected grounds such as paternity leave, long-term serious illness, and other legal situations of unavailability to work. 11. 12. In applying the above criteria, the following parameters and weighting factors are evaluated: a) Scientific production in the last five years (50% weight): a1) Scientific or technological impact and relevance to the area of cartography and mineral resources of the works selected by the candidate - 15%; a2) National and international publications with relevance to the area of mineral resources, cartography and scientific dissemination - 20%; a3) Participation in as a research team member of national or international projects - 15%. b) Research activities applied or based on the practice developed in the last five years including partnerships with companies and public administration (weight of 10%); c) The activities of extension and dissemination of knowledge developed in the last five years, namely in the context of promoting culture and scientific practices, considered most relevant by the candidate (weight of 10%); d) Participation in management activities of science, technology and innovation programs, or experience in observing and monitoring the scientific and technological system or higher education, in Portugal or abroad (weight of 10%); e) Proposed work plan for 3 years (maximum size: 5 pages, A4 format, word size 11) within the scope described in points 1 and 7 (weight 20%); f) Interview, with a weighting factor of 10%, if the jury considers it relevant to hear the candidates. The interview comprises a short session of presentation and public discussion by the candidates of the results of their investigation and of a proposed work plan for the R&D unit and for the University of Évora. 13. Final classification is expressed on a scale of 0 to 100. 14. The panel shall deliberate using justified roll call vote according to the adopted and disclosed selection criteria, with no abstentions allowed. 15. Minutes of panel meetings shall be elaborated and will include a summary of all occurrences, as well as all votes cast by the members and their respective reasoning, and shall be provided to candidates whenever requested. 16. After concluding the application of the selection criteria, the panel prepare an ordered list of approved candidates and their respective classification. 17. The panel’s final decision will be validated by the head of the institution, who is also in charge of deciding about the contracting. 18. Formalization of candidatures: 18.1 Candidatures are formalized using an official request form, available at Administrative Services of the University of Évora website, http://www.sadm.uevora.pt, and addressed to the President of the Jury, which includes the identification of this announcement (Ref. RHAQ-4-ICT-2), candidate full name, parents’ names, ID card or Citizen Card number and date or civil identification number, taxpayer ID number, date and place of birth, marital status, occupation, residence and contact address, including email address and telephone. 18.2 For admission to this contest, the application must be accompanied by documents proving the conditions set out in points 7 and 8 for admission to this contest, namely: a) Copy of certificates of degrees and titles; b) Curriculum Vitae of the candidate, indicating the outputs and works carried out and published, as well as the scientific, artistic and/or technological activities developed. The curriculum vitae must be prepared taking into account the evaluation parameters according with points 10 and 12; c) Other documents, including motivation letter, recommendation letters (up to a maximum of two) and proposed work plan (maximum 7500 characters including spaces). 18.3 Candidates should submit their application request and supporting documentation, preferably in digital form, in PDF format, to the email drhsc@uevora.pt, in person at the Universidade de Évora – Divisão de Recursos Humanos (DRH), Serviços Administrativos, Largo da Sr.ª da Natividade, Apartado 94, 7002-554 Évora, Portugal, during working hours, or by mail to the same address. When submitted by mail, applications must be sent by registered mail with acknowledgement of receipt sent until the last day of application deadline, which is hereby set as 30 working days after the publication of this Announcement. 19. All candidates who formalize their applications in an improper way or fail to prove the requirements imposed by this contest are excluded from admission. In case of doubt, the panel is entitled to request any candidate to present further documentation supporting their statements. 20. False statements provided by the candidates will be punished by law. 21. A list of the candidates admitted and excluded as well as the final classification list is publicized on the webpage http://www.sadm.uevora.pt, and the candidates are notified by email with receipt of delivery. 22. Preliminary Hearing and Final Decision Deadline: Pursuant to article 121 of the Administrative Procedure Code, after notification, all candidates have 10 working days to respond. The panel’s final decisions are pronounced within a period of 90 days, counted from the deadline for presentation of applications. 23. This contest is exclusively destined to fill this specific vacancy and can be terminated at any time until approval of the final candidate list, expiring with the respective occupation of the vacancy. 24.
