Job description:
Application call for the recruitment of two Postdoctoral Researchers
1 — By dispatch of the President of the Instituto Superior de Engenharia do Porto dated 31/07/2018 it is open an application call for the recruitment of two Postdoctoral Researchers, to work in scientific research activities in the scientific field of Electrical Engineering, Computer Science, or similar scientific areas for a work contract in public functions (contrato de trabalho em funções públicas a termo resolutivo certo), during three years, automatically renewable for one year periods until the maximum duration of six years, aiming at doing research work in the Research Group on Intelligent Engineering and Computing for Advanced Innovation and Development – GECAD, namely in the field of intelligent energy resource management at the energy market level, network level and at the electrical energy consumption level.
2 — Work place – The work place is at Research Group on Intelligent Engineering and Computing for Advanced Innovation and Development – GECAD, Instituto Superior de Engenharia do Porto – ISEP, R. Dr. António Bernardino de Almeida, nº 431, in Porto.
3 — Number of work position contracts – 2
4 — Applicable legislation: Decree n.º 57/2016, of August 29th, in the version according to Law n.º 57/2017, of July 19th, which approves the rules for the employment of researchers with a PhD degree, aiming at stimulating the scientific and technologic employment in all the knowledge fields (RJEC), and “Lei Geral do Trabalho em Funções Públicas (LTFP)”, approved in annex to Law n.º 35/2014, of June 20th, in its current version.
5 — According to article 16 of the Decree-law n.º 57/2016, of August 29th, the present application call does not require authorization from the government members responsible for the areas of Financing and Public Administration, namely the one referred in the no. 3 of article 7 of the LTFP; the declaration of agreement from the government members responsible for the areas of Financing and Public Administration, referred in the no. 5 of article 30 of the LTFP, and the procedure of recruitment of workers in situation of requalification, referred in article 265 of the LTFP.
6 — The salary is as fixed according to b) no. 1, of artigo 15.º of RJEC, corresponding to the level “Nivel 33” of the “tabela remuneratória única”, approved by “Portaria n.º 1553 -C/2008”, of December 31th, being 2.128,34 Euros.
7 — The call accepts Portuguese nationality, Foreigners, and Stateless candidates owning a PhD degree in Electrical Engineering, Computer Science or similar scientific areas and with a professional and scientific curriculum, with a profile adequate for the works to be developed, mandatorily including the following:
- Relevant scientific work in at least 3 of the following areas: distributed energy resources and renewable-based generation management, energy markets, load flexibility and demand response, modeling and simulation of energy systems and its components, artificial intelligence technics applications to engineering problems, knowledge-based systems, multi-agent systems, data-mining, knowledge representation – ontologies and semantics;
- Participation in scientific research and development projects with external financing.
The candidates should also:
- Have authored a minimum of 6 papers published in relevant conferences and journals, with a minimum of 2 papers published in journals indexed in the Science Citation Index (SCI) of Thomson Reuters (TM), in the areas of the activities to be developed;
- Possess very good oral and written communication skills, in English.
In case that the PhD degree was obtained in a non Portuguese institution, it must comply with the Decree-law no. 341/2007, of October 12th, with all the requirements accomplished until the application deadline.
8 — The general admission requirements are defined in article 17 of the LTFP and in point 7 of this call.
9 — According to article 5 of the RJEC, the selection is made through the evaluation of the candidate scientific and curricular course.
10 — The evaluation of the candidate scientific and curricular course focuses on the relevance, quality, and actuality of:
a) The scientific and technologic production considered as most relevant by the candidate;
b) The applied, or based on the practice, research developed considered as with highest impact by the candidate;
c) The knowledge extension and dissemination activities, namely in the context of the culture and scientific practices promotion, considered as with highest impact by the candidate;
d) The management activities of science, technology, and innovation programs, or the experience on the observation and monitoring of the scientific and technologic system or of the high education system, in Portugal or abroad.
11 — The evaluation criteria, according to the referred in point 10, are the following, provided that they are adequately documented:
- Scientific and technologic production, namely publications, prototypes, patents, products, and recognition by the scientific community, namely through citations, scientific papers review, invited speech communications, and participation in scientific committees and scientific events organization;
- Participation in scientific projects with external funding;
- Scientific dissemination and knowledge transfer actions, including participation in events with oral presentation and demonstration of scientific activities results, and students’ supervision;
- Activities of management of science, technology and innovation programs or experience on the observation and monitoring of scientific and technologic system or of the high education system, including activities for the support of management, monitoring, and report concerning activities and results in the context of the projects in which the candidate has participated and of the research units and groups in which the candidate is integrated.
12 — The evaluation process can include an interview with the candidates to be selected by the evaluation panel for this effect. The candidates selected for the interview should be present in the ISEP room and the time fixed by the evaluation panel for the interview; remote interviews are not accepted.
13 — Application procedure.
13.1 — The applications are submitted electronically using the address: www.isep.ipp.pt/concursos.
13.2 — The application involves the submission of the following:
a) Electronic application form;
b) Detailed Curriculum vitae, structured according to the items in points 10 and 11;
c) Copy of the PhD degree certificate or diploma;
d) PhD thesis;
e) Documents to support the activities and results registered in the curriculum vitae;
f) Documents to proof that the candidate fulfills the requirements referred in point 7 of the present call;
g) Motivation letter.
13.3 — Applications sent by email will not be accepted.
13.4 — The candidates serving at IPP/ISEP are exempted from presenting the documents already available in the respective individual file, indicating it in the application form.
14 — The final applicant classification is expressed from 0 to 100. The value of such classification is calculated considering the following weighting factors, considering for each item only the activities relevant for the area of the application call:
14.1) Scientific and technologic production: weighting 55 %;
14.2) Activities related to applied or based on practice research: weighting 30 %;
14.3) Activities related with extension and dissemination of knowledge: weighting 10 %;
14.4) Activities of management of science, technology and innovation programs, or experience on the observation and monitoring of the scientific and technologic system or of the high education system: weighting 5 %;
15 — The evaluation panel deliberates through the roll-call vote substantiated according to the adopted and published selection criteria, without permission for abstentions. The candidates obtaining a final classification lower than 50 will not by approved in absolute merit so they will not be considered eligible to fulfill the positions under this call. The candidates with a final classification equal to or higher than 50 are considered as approved by absolute merit and will be sorted in decreasing order of the respective classifications, after dealing with possible equality of classifications. If two candidates have the same final classification, the candidate with the best classification obtained in point 14.1 will be ranked first; if the final classifications are still the same, the candidate with the best classification obtained in point 14.2 will be ranked first; if the final classifications are still the same, the candidate with the best classification obtained in point 14.3 will be ranked first; if the final classifications are still the same, the evaluation panel will vote, with the President of the evaluation panel having quality vote. The two candidates approved by absolute merit with the highest final classifications will be selected to occupy the contract positions.
16 — The evaluation panel produces minutes for each meeting, which contain the summary of what occurs in the meeting, as well as the votes made by each evaluation panel member and the respective substantiation, which will be made available for the candidates upon request.
17 — After applying the selection criteria, the evaluation panel elaborates the sorted listed of the approved candidates with the respective classifications.
18 — False declarations will be punished according to the Law.
19 — The evaluation panel proposed by the research projects Principal Investigators and appointed by dispatch of the ISEP President, according to article 13 of the RJEC, has the following composition:

20 — The candidates that incorrectly submit the application or that miss to proof the requirements established for the present application call will be excluded. In case of doubt, it remains to the evaluation panel the right to ask any candidate to present documentation proofing the provided declarations.
21 — Previous hearing and deadline for final decision: according to article 121 of the “Código do Procedimento Administrativo”, the candidates have 10 working days, after notified, to pronounce themselves.
22 — The present application call is intended, exclusively, to the fulfilling of the indicated contract position, which can possibly cease until the ratification of the final candidate sorted list and expiring with the respective occupation of the contract position under the call.
23 — According to item h) of article 9 of the Portuguese Constitution (“Constituição”), the Public Administration, while employer, actively promotes a policy of equality of opportunities between men and woman in the access to a job and in the professional progression, acting scrupulously to avoid all and any way of discrimination.
