Job description:

Researcher (m/f) ANNOUNCEMENT FOR THE OPENING OF AN INTERNATIONAL SELECTION TENDER PROCEDURE FOR DOCTORATE HIRING

1.    The Institute of Systems and Robotics (ISR) – Pole Coimbra, opens an international call for 2 doctoral positions for the exercise of scientific research activities in the area of Engineering Sciences and Technologies, scientific area of Electrical Engineering, Electronics and Informatics, scientific sub-area of Automation, Control and Robotics under an uncertain term contract under the Labor Code, in order to performance of research functions.

The two positions in the competition are the result of two postdoctoral fellowships, respectively with reference SFRH/BPD/90200/2012 e SFRH/BPD/99708/2014.

2.    Applicable Legislation
Applicable Legislation Decree No. 57/2016, of 29th of August, which approved a regime of hiring of doctorates to stimulate scientific and technological employment in all areas of knowledge (RJEC). Labor Code, approved Law no. 7/2009, of February 12, under its current version.

Financed by national funds through the FCT / MCTES and co-financed by the European Regional Development Fund (ERDF), namely under the following frameworks: “Projetos de Desenvolvimento e Implementação de Infraestruturas de Investigação inseridas no RNIE”; “Programa Operacional Competitividade e Internacionalização – POCI”, “Programa Operacional Centro2020”.

3.    Loss of effectiveness

The present call, which was raised under the article 23 of Decree-Law no. 57/2016, of August 29, as amended by Law no. 57/2017, of July 19, will be without effect if the doctoral fellow candidate that gave rise to its opening, do not apply. 

4.    Suspensive Condition
The contract, with the candidate selected through the present call, is subject to the suspensive condition of its adequate budget allocation through a development contract to be signed between the Foundation for Science and Technology and the Institute of Systems and Robotics - Coimbra, in order to pay the resulting contract from the present call.




5.    According to article 13 of RJEC, the selection panel shall be:

Position 1: Aníbal Traça de Carvalho Almeida (Chairman of the Jury); Jorge Manuel Moreira de Campos Pereira Batista (vowel), Hélder de Jesus Araújo (vowel), João Pedro Almeida Barreto (vowel) e Urbano José Carreira Nunes (substitute vowel).

Position 2: Aníbal Traça de Carvalho Almeida (Chairman of the Jury); Rui Alexandre de Matos Araújo (vowel), Urbano José Carreira Nunes (vowel), Rui Pedro Duarte Cortesão (vowel) e Hélder de Jesus Araújo (substitute vowel).

6.    Place of work: Instituto de Sistemas e Robótica, Coimbra Pole, Departamento de Engenharia Electrotécnica e de Computadores, Rua Sílvio Lima, Pólo II da Universidade de Coimbra, 3030-290, Coimbra.

7.    Monthly salary: The monthly salary is set in accordance with the provisions in RJEC, article 15, no. 1, corresponding to level 33 of the single salary scale approved by Decree no. 1553-C/2008 of the 31st December, at 2,128.34 Euros gross.

8.    Applicants may be Nationals, Foreign and Stateless candidates who hold a doctorate degree in Biological Sciences, Electrical Engineering and related fields. Applicant should hold a scientific and professional curriculum that reveals a profile appropriate to the activity to be developed. In case of doctorate degrees awarded by a foreign higher education institution, the degree must comply with the provisions of Decree-Law no. 341/2007 of 12th of October, and all formalities established therein must be fulfilled by the deadline for application submission.

9.    Admission requirements:

9.1      General admission requirements:
- To have received direct funding from the FCT, after the PhD, for a period equal to or greater than 36 months.
- To have an active grant financed by FCT on September 1, 2016.
- Comply with the requirements expressed in Decree-Law no. 57/2016 of August 29, including the amendments inserted by Law 57/2017 of July 19.


9.2    Specific admission requirements:
Position 1:
•    Doctoral degree in Electrical and Computer Engineering, branch of specialization on Automation and Robotics.
•    Research activity, on last five years, in computer vision; image and video processing; pattern recognition and machine learning with application in facial biometrics tasks.   


Position 2:
•    Doctoral degree in Electrical and Computer Engineering, branch of specialization on Automation and Robotics.
•    Research activity, on last five years, in self-learning and online evolving design of fuzzy logic control oriented for industrial processes.

10     Nos termos do artigo 5.º do RJEC a seleção realiza-se através da avaliação do percurso científico e curricular dos(as) candidatos(as).

11     The selection of the PhD holder to be contracted will be carried out through assessing the academic and curricular vitae of the candidates for the Position in the tender.

11.1. In general terms, this evaluation will concern relevance, quality and state of the art of:
1)    scientific and technological production considered more relevant by the candidates in the last five years;
2)    basic or applied research activities developed over the last five years;
3)    involvement in activities of extension and dissemination of knowledge developed over the last five years that promote the practice and the scientific culture, considered of greater importance by the candidates and related to the positions now in competition.

11.2. For each of the positions the evaluation will specifically focus on:

Position 1:
•    Scientific research merit on the domains of facial biometrics, with emphasis on 2D and 3D face alignment (registration).
o    Nonrigid face models (generative and discriminative);
o    Time-varying 3D facial reconstruction;
o    Recognition, analysis and synthesis of facial expressions;
o    2D and 3D face tracking;
•    Knowledge in nonlinear optimization, regression methods, Bayesian inference, differential geometry and Riemannian Manifolds;
•    Authorship of scientific articles on international journals indexed on the Web of Science with focus in the scientific areas of computer vision and pattern recognition.
•    Regular article publications in the top tier conferences in computer vision and pattern recognition, namely, IEEE Int. Conf. on Computer Vision and Pattern Recognition, IEEE Int. Conf on Computer Vision, IEEE Int. Conf on Image Processing, European Conference on Computer Vision, British Machine Vision Conference.
•    Coordination and team member researcher on research and development projects financed by national and/or international entities.


Position 2:
•    Scientific research merit on the domains of self-learning and online evolving design of fuzzy logic control for industrial processes. In particular:
o    Self-learning fuzzy logic control (FLC), for a given industrial process manually or automatically controlled.
o    FLC design using data extracted from an industrial process under control.
o    Evolving design methodologies to direct FLCs.
o    Hierarchical design methodologies to direct FLCs.
o    Evolving design methodologies to interpretable direct FLCs.
• Authorship of scientific articles on international journals indexed on the Web of Science with focus in the scientific areas of self-learning and design of fuzzy logic controllers.
• Coordination and team member researcher on research and development projects financed by national and/or international entities.


12     The positions for the competition are described in detail in the following paragraphs:
Position 1:
Scientific Coordination: Jorge Manuel Moreira de Campos Pereira Batista. Grant which gives rise to this position: SFRH/BPD/90200/2012. This position is designed for the execution of the research activities and knowledge dissemination in computer vision and pattern recognition, focused on the study of facial biometrics, in particular the alignment and tracking of human faces in image and video.
The workplan should extend the knowledge on this topic, reinforcing the ISR international activities and presence, should be aligned with the strategic research plan for 2018-2022 of the ISR, as well as with the interests and dynamics of the institution's research groups.
In particular:
1)    Develop new biometric techniques that allow to recognize individuals and predict their emotion status thought their 4D (i.e. 3D shape across time) dynamic facial motion analysis.
a.    Accurate high-speed 4D facial data capture using specialized deformable face models.
b.    Facial dynamics extraction and segmentation of facial actions and/or events thought costume clustering techniques.
c.    Representation, analysis and recognition of facial events using Riemannian Manifold intrinsic properties.
d.    Validation, analysis and evaluation of the proposed methodologies.
2)    Development of statistical classification techniques that are able to operate under the Riemannian Manifolds. 

Position 2:
Scientific Coordination: Rui Alexandre de Matos Araújo. Grant which gives rise to this position: SFRH/BPD/99708/2014. This position is designed for the execution of the research activities and knowledge dissemination in self-learning and online evolving design of fuzzy logic control for industrial processes.
The workplan should extend the knowledge on this topic, reinforcing the ISR international activities and presence, should be aligned with the strategic research plan for 2018-2022 of the ISR, as well as with the interests and dynamics of the institution's research groups.
In particular:
1.    Development of new methodologies to evolve direct fuzzy logic controllers
a.    Definition of the direct FLC structure
b.    Development of an evolving and online learning strategy to direct FLC, including the definition of criteria for how to add, remove, split, and merge fuzzy control rules.
c.    Validation, implementation, tests, analysis and evaluation of the proposed methodologies.
2.    Development of new methodologies to evolve direct interpretable fuzzy logic controllers
a.    Definition of the a direct FLC structure that allows an easy interpretation of the controller by expert operators.
b.    Development of an evolving and online learning strategy to a direct FLC that allows reach an interpretable controller by an expert operator.
c.    Validation, implementation, tests, analysis and evaluation of the proposed methodologies.

13     The scientific and curricular career are target of evaluation criteria. The evaluation of the CV of the candidates, in particular the content of the scientific publication, the scientific merit and research capacity in the project area will be made according to the following criteria:

13.1    Integrated assessment of the curriculum trajectory of the candidate, based on an overview of his/her scientific and communication merits - 75%. The following items will be herein evaluated:

- Consistency and quality of CV – 30%
- Content quality and relevance for the project of the scientific production published by the candidate in international journals in his/her the area of expertise – 20% (decomposed as: Number of publications; number of citations, and accumulated impact factor);
- Access to international networks and involvement in international consortia – 10%;
- Participation in knowledge dissemination and exploitation activities, including the organization and active participation in courses and scientific meetings, as well as scientific orientation of Master's and PhD theses and participation in thesis juries – 15%.

13.2    Research and Career Development Plan, with a maximum of two (2) A4 pages, written in English and including: I. A brief description of the most relevant scientific activities of the last 5 years; II. A Career Development Plan – 25%

13.3    If the jury considers that further clarification is necessary, candidates may be interviewed. In this case, the Interview will have a weight of 10% and the other criteria defined in 13.1 and 13.2 will have a total weight of 90% (Integrated Assessment of the scientific and curricular trajectory - 70%; Research and Career Development Plan - 20%).


14     The final classification system for candidates is expressed on a scale of 0 to 100.

15     The jury shall deliberate by means of a nominal vote based on the selection criteria adopted and published, and abstentions shall not be allowed.

16     The panel meetings will be documented in written minutes, containing a summary of what has taken place, as well as the votes cast by each of the members and their reasons, being provided to the candidates whenever requested.

17     After applying the selection criteria, the panel will prepare a sorted list of approved candidates with their classification. The panel has the right of not selecting any of the candidates.

18     The panel’s final decision shall be validated by the leader of the institution, who is also in charge of deciding about hiring.

19      Formalization of the applications:

19.1    As Applications are formalized by sending a letter addressed to the President of the Jury, stating this announcement identification (Reference ISR-AUT-CONT-ROB-POSDOC/2018), full name, parents’ names, number and date of identity card, Citizen Card, or civil identification number and date, taxpayer ID number, date and place of birth, marital status, occupation, residence and contact address, including e-mail address and telephone contact.

19.2    Applicants must clearly state to which position they are applying to.

19.3    The application shall include all supported documents encompassed by section 9 for admission to this competition, namely: a) Copy of certificate or diploma; b) Doctorate thesis (digital format); c) Detailed curriculum vitae, structured in accordance with items 11 and 13.1; d) Other documents relevant for the evaluation of the qualification in related scientific area; e) Research and Career Development Plan according to item 12 of this announcement.

19.4    Candidates must submit their applications and supporting documents, by registered letter addressed to the President of the Jury to the address: Instituto de Sistemas e Robótica, Departamento de Engenharia Eletrotécnica e de Computadores, Rua Sílvio Lima, Pólo II da Universidade de Coimbra, 3030-290 Coimbra, Portugal until the last day of the tender opening period, which is set at 60 working days after publication of this announcement (until 27th November 2018).

20     All candidates who formalize their applications in an improper way or fail to prove the requirements imposed by this tender are excluded from admission. In case of doubt, the panel is entitled to request any candidate to present further documentation supporting their statements.

21     False statements by candidates shall be punished by law

22     Both admitted and excluded candidate list and final classification list shall be posted at Instituto de Sistemas e Robótica - Departamento de Engenharia Elec-trotécnica e de Computadores, Pólo 2, Universidade de Coimbra, 3030-290, Co-imbra and all candidates shall be notified by email.

23     Preliminary Hearing and Final Decision Deadline: After notified, all candidates have 10 working days to respond. Panel’s final decisions are pronounced within a period of 90 days, from application deadline.

24     The present tender is exclusively destined to fill the vacancy indicated and may be terminated until the homologation of the final ranking list of candidates and expires with the respective occupation of the job on offer.

25     Under the terms of D.L. No. 29/2001, of February 3, the candidate with disabi-lity has a preference in equal classification, which prevails over any other legal preference. Candidates must declare their respective degree of disability, the type of disability and the means of communication / expression to be used in the selection process, under the terms of the aforementioned diploma, on the application form.

26     Under the terms of the RU 2016/679 27/04/2016 and Law nº 67/98 26/10 the personal data collected by the entity is for recruitment purposes only. Personal data collected by the entity by means of this application are intended to assess whether candidates are suitable for the place requested and for the preliminary calculation of the remuneration, bonuses and perks of the candidates who are admitted to the recruitment.
