Notice n.º 19003/2018
1 – The Instituto de Ciências Sociais da Universidade de Lisboa – ICS-ULisboa – opens by order of its Director, dated 06/12/2018, made under the authority delegated to it by the Rector of the University of Lisbon (by Order 10594/2018, of 26 October, published in the Diário da República, 2nd series, issue 220 of 15 November 2018), an international selection competition for the recruitment, on the basis of a fixed-term civil service employment contract, of a researcher in the scientific area of Psychology, framed in the themes of Social Psychology, within the scope of the research project ITB: Scope and Meanings of the Intergroup Time Bias in Racialised Social Relations, coordinated by Dr. Cícero Roberto Pereira, funded by Fundação para a Ciência e a Tecnologia (FCT, I. P.), Ref.ª PTDC/PSI-GER/300128/2017, in accordance with the provisions of the Legal Framework governing Academic Employment (RJEC) - Decree-Law 57/2016 of 29 August – in the wording conferred on it by Law 57/2017, of 19 July, taking into account also the provisions of Regulatory Decree 11-A/2017, of 29 December 2017 and the General Law on Civil Service Employment (LTFP - Law 35/2014 of 20 June).
2 – In accordance with article 16 of the RJEC, this competition does not require the permission of officers of the Ministries of Finance or Public Administration, in particular that mentioned in paragraph 3 of article 7 of the LTFP; nor does it require the prior favourable opinion of officers of the Ministries of Finance or Public Administration mentioned in paragraph 5 of article 30 of the LTFP; nor is it subject to the procedure for recruiting workers undergoing retraining as mentioned in article 265 of the LTFP.
3 – Candidates for this post must meet the following requirements:
a) Hold a doctoral degree qualification in Social Psychology or related field, or in other research subject areas of the ICS-ULisboa, as outlined in the Rector of the University of Lisbon’s Order 8924/2015, published in the Diário da República, 2nd series, issue 155, of 11 August 2015. If the doctorate has been conferred by a foreign academic institution, it must comply with the provisions of Decree-Law 341/2007 of 12 October, as regulated by Government Order 227/2017 of 25 July 2017 or have been granted equivalence to, or recognition of, the degree of Doctor under the terms of Decree-Law 283/83 of 21 June. Equivalence, recognition or the registration of the degree of Doctor shall be obtained by the end of the time limit for signing the respective contract;
b) Have relevant scientific and academic career experience in the scientific area of Social Psychology, namely experience in quantitative and experimental methods;
c) Meet other legal requirements, in particular those set out in the General Law on Civil Service Employment (LTFP) (article 17 of Law 35/2014 of 21 June).
4 – The researcher to be recruited will carry out his or her scientific activities in the Research Group SPARC: Social and Political Attitudes: Resilience and Change.
5 – As part of the work mentioned in the previous paragraph, the researcher shall:
a) Promote and undertake research activities which can be included in the framework of the research project ITB: Scope and Meanings of the Intergroup Time Bias in Racialised Social Relations;
b) Develop university extension and knowledge dissemination activities;
c) Collaborate in teaching activities related to the project’s subject-matter.
6 – Type of work contract – As a rule, the responsibilities of this post will be discharged on the basis of exclusivity, in accordance with paragraph 1 of article 7 of the RJEC.
7 – Binding terms – The binding terms of this civil service employment contract are for a fixed term of three years in accordance with the provisions of Decree-Law 57/2016 of 29 August, in the wording conferred on it by Law 57/2017, of 19 July.
8 – Remuneration - The monthly remuneration to be awarded is as provided for in clause 1 of article 5 of Regulatory Decree 11-A/2017 of 29 December 2017, corresponding to level 33 of the consolidated table of remuneration, as approved by Government Order 1553-C/2008 of 31 December 2008, being 2,128.34 Euros.
9 – Submission of formal applications:
9.1 — Applications shall be submitted using the application form available on the webpage of the Institute (https://www.ics.ulisboa.pt/info/informacoes-legais) and addressed to the Director of the Instituto de Ciências Sociais of the Universidade de Lisboa, and should make reference to this Notice (Ref. ITB), providing full name, number and date of issue or expiry of identification document, citizen’s card, or civil identification number, fiscal number, date and place of birth, residential address and contact address, including e-mail address and telephone number.
9.2 — The application should be accompanied by the documentation proving compliance with the conditions set out in point 3 for eligibility for this selection procedure, namely:
a) Copy of doctoral diploma or certificate;
b) Detailed curriculum vitae, dated and signed, including, if possible, all the items referred in point 15.
c) A copy of two peer review publications representative of the applicant’s academic career.
d) A presentation/motivation letter outlining current research interests and how they align with the theme of the research project.
e) Applicants may submit up to two letters of recommendation.
9.3 — Candidates are required to submit the documentation mentioned in points 9.1 and 9.2, in PDF format by e-mail, to the e-mail address email@example.com, said e-mail to be sent up to the final day of the time limit for the start of the selection procedure, which is set at 15 working days after publication of this Notice in the Diário da República (Portuguese Government Gazette), on the Public Employment Exchange and the websites of the Institute and the FCT, I.P., in Portuguese and English.
10 – By decision of the Director of the Institute candidates shall not be admitted to the selection procedure if they have not complied with the provisions of point 9. Candidates will be automatically ruled out who do not use the application form, or who do not submit all the documentation mentioned in paragraphs a) to d) of point 9.2, or whose documentation is illegible, incorrectly filled in, or invalid. The selection board is also entitled, in case of doubt and in order to confirm eligibility for the selection procedure, to request documentary proof of statements made by any candidate.
11 – The list of applicants accepted or rejected and the final list of acceptances will be exhibited at the offices of ICS-ULisboa, published on the relevant web page and sent by electronic mail to all applicants, with a request for acknowledgment of receipt.
12 – Time limit for decision – The selection committee shall make its final deliberations within 90 days from the final date for submission of applications.
13 – Preliminary Hearing – Under the terms of article 121 of the Administrative Procedure Code, applicants once notified have 10 working days to respond.
14 - Selection Committee – The selection committee for this competition, as approved by the Academic Council meeting on 14/11/2018, is made up of the following, in accordance with article 13 of the RJEC:
Chair: Dr. Cícero Roberto Pereira, Associate Researcher at the Instituto de Ciências Sociais da ULisboa and coordinator of the research project;
Dr. Jorge Manuel Vala Salvador, Retired Research Professor at the Instituto de Ciências Sociais da ULisboa.
Dr. Rui Alberto Morais Costa Silva Lopes, Assistant Researcher at the Instituto de Ciências Sociais da ULisboa.
15 - Assessment consists of appraisal of applicants’ curricula vitae and academic trajectories, which includes scope of research, post-graduate teaching, university extension and knowledge dissemination, and service to the University (management of academic activity), paying particular attention to the candidate’s undertaken activities in each of these items in the last five years.
15.1 - Research, which has a weighting of 80% in the overall assessment, incorporates the following:
a) Presentation/motivation letter as mentioned in paragraph d) of item 9.2 in this Notice, with an assessment of originality and suitability to the research project in which the candidate will be integrated;
b) Publications or academic works (theses, articles, books, book chapters, scientific reports and other publications), with an assessment of the intrinsic quality of the corresponding academic content;
c) Experience, skills and knowledge that qualify the candidate for the research work to be carried out;
d) Participation in research projects with national and international funding;
e) Participation in academic meetings, with an assessment of presentations at national and international academic meetings, and conference organization;
f) Grants and Prizes and Grants;
g) Networks and partnerships;
15.2 - Post-Graduate Career, with a weighting of 5% in the overall assessment, includes the following:
a) Teaching, including lecturing in doctoral courses and other cycles;
b) Teaching, including specialist and refresher courses, etc.;
c) Supervision, including supervision and joint supervision of third-cycle dissertations and supervision of second-cycle dissertations;
d) Membership of selection panels, including doctoral degree and master’s degree panels;
e) Other activities, including membership of post-graduate study committees or courses scientific and pedagogical committees.
15.3 - University Extension and Dissemination of Knowledge, with a weighting of 10% in the overall assessment, covers the following:
a) Studies, analysis and monitoring of data and public policies, opinions, reports, policy and research briefs, organization of events for wider publics within research projects and/or Observatories or equivalent structures in collaboration with different interest groups or organizations of the private and public sectors;
b) Skills and acquired knowledge that qualify the applicant for the activities to be carried out;
c) Dissemination of knowledge to wider audiences including, among other things, making databases available, presenting to the media the results of studies undertaken, creation of websites and web pages aimed at academic and non-academic audiences, etc.
15.4 - Service to the University (management of academic activities), which carries a weighting of 5% of the overall assessment, includes:
a) Participation in governing bodies of university and other educational institutions;
b) Co-ordination of technical and scientific services;
c) Membership of consultative institutional bodies involving academic research;
d) Membership of the boards of professional academic associations;
e) Participation in national and international academic assessment activities;
f) Other relevant services not set out above.
16 – The assessment procedure may involve interviews to a limited number of candidates that will be chosen by the selection committee bearing in mind the provisional order emerging from the assessment procedures described in point 15. The interviews will include the discussion of the scientific career of the candidate.
If the jury chooses to conduct an interview, it will carries a weighting of 10% of the overall assessment.
17 - Approval in absolute merit – The jury shall deliberate on the approval or rejection in absolute merit, by a justified nominal vote where no abstentions are admitted, in accordance with the provisions of the University of Lisbon’s General Rules for Tenders (Regulamento Geral de Concursos da ULisboa) published by Order nº. 2307/2015, 5 March, Diário da República, 2nd series, no. 45.
18 - Classification (marking) of candidates – Each examiner shall award a mark to each candidate for each evaluation criterion, on a scale of 0 to 5 points, and will proceed to rank candidates in accordance with the final marks obtained by adding up all the individual marks obtained for each evaluation criterion, and taking into account the weighting for each parameter.
19 - Minutes of the meetings of the examining board shall be drawn up, containing a summary of proceedings, as well as the number of votes awarded by each examiner and the grounds for those votes. These minutes will be made available to candidates on request.
20 - The final deliberation of the examining board shall be approved by the Director of the Instituto de Ciências Sociais da Universidade de Lisboa, made under the authority delegated to it by the Rector of the University of Lisbon (by Order 10594/2018, of 26 October, published in the Diário da República, 2nd series, issue 220 of 15 November 2018). It will be also the responsibility of the Director of the Institute to sign the respective contract.
21 - False statements made by any candidate will be punishable in terms of the law.
22 - The list of candidates accepted and those rejected, as well as the final ranking of all candidates, will be posted at the Institute’s premises, at the address mentioned above, and put up on the Institute’s webpage, candidates being notified by e-mail with notification of receipt, without prejudice to the provision of articles 110 to 114 of the Administrative Procedure Code (Código do Procedimento Administrativo).
23 - Policy of non-discrimination and equal access: the Instituto de Ciências Sociais of the Universidade de Lisboa actively pursues a policy of non-discrimination and equal access, which means that no candidate may be given special privileges, be benefitted or prejudiced in any way, or deprived of any right by reason of ancestry, age, sex, sexual orientation, marital or family status, financial circumstances, educational attainment level, origin or social class, genetic inheritance, reduced ability to work, handicap, chronic illness, nationality, ethnic or racial origin, land of origin, language, religion, political or ideological convictions or union membership.
24 - Under the terms of Decree-Law 29/2001 of 3 February 2001, handicapped candidates take preference where scores are equal, and such preference prevails over any other legal right of preference. Candidates should state on the application form, on their word of honour, the extent to which they suffer from a handicap, its type and the means of communication or expression to be used in the selection process, in accordance with the terms of the above-mentioned legislation.
