Job description:
1 — By dispatch of the President of the Instituto Superior de Engenharia do Porto dated 01/08/2019, according to artigo 96 of Law no. 62/2007, dated of 10 of September, and to e), no. 1 of Artigo 12 of “Estatutos do Instituto Superior de Engenharia do Porto”, homologated by “Dispatch no. 2863/2018, dated of 23 of February 2018, published in “Diário da República, 2.ª série, n.º 56” dated of 20 of March, it is open an application call, for a 30 working days period, counted from the first working day after the publication of this Edital in “Diário da Republica”, of an International application call for the recruitment of one Postdoctoral Researcher, to work in scientific research activities in the scientific fields of Electrical Engineering or Computer Science for a work contract in public functions (contrato de trabalho em funções públicas a termo resolutivo certo), during three years.
2.1 – Work position scope – the one PostDoctoral researcher work position is open in the scope of the programmed activities and research work of the Research Group on Intelligent Engineering and Computing for Advanced Innovation and Development – GECAD, namely in the fields of intelligent energy resource management considering electric vehicles, energy markets, planning and operation of smart power distribution networks considering distributed energy resources and electric vehicles, simulation of real environments considering behavioral aspects of electric vehicle users.
2.2 – The research activities and work referred in 2.1 are to be developed by one PostDoctoral researcher to be hired in the scope of projects funded by Portugal2020 and Horizon2020 programs with special emphasis on CENERGETIC (PTDC/EEI-EEE/28983/2017), BENEFICE (PTDC/EEI-EEE/29070/2017) and DOMINOES (H2020-GA-771066).
3 — Work place – The work place is at Research Group on Intelligent Engineering and Computing for Advanced Innovation and Development – GECAD, Instituto Superior de Engenharia do Porto – ISEP, R. Dr. António Bernardino de Almeida, nº 431, in Porto.
4 — Number of work position contracts – One (1)
5 — Applicable legislation: Decree n.º 57/2016, of August 29th, in the version according to Law n.º 57/2017, of July 19th, which approves the rules for the employment of researchers with a PhD degree, aiming at stimulating the scientific and technologic employment in all the knowledge fields (RJEC), including, namely, the mentioned in “artigo” 1, no. 1 of “artigo” 2, d) of “artigos” 3, 4, and 5, a) of no.1 and no.2 of “artigo” 6, “artigos” 7 to 17, “artigos” 20 to 22; and “Lei Geral do Trabalho em Funções Públicas (LTFP)”, approved as annex to Law no. 35/2014, of 20 of June, in its current version, including the mentioned in f), of the respective “artigo” 57 and in the no. 2 of “artigo 58”; “Decreto-Regulamentar” no.11-A/2017, of 29 of December and the remaining relevant legislation.
6.1 — The initial remuneration level is according to the level “Nivel 33” of the “tabela remuneratória única”, according to a) and b) of no. 1, of “artigo” 15 of RJEC, in coordination with the mentioned in no. 1, 3, and 4 of “artigo 2” of “Decreto-Regulamentar” no.11-A/2017, of 29 of December.
6.2 — The monthly remuneration is 2.128,34 Euros, according to the “Nivel 33” of the “tabela remuneratória única”, approved by “Portaria n.º 1553 -C/2008”, of December 31th.
7.1 — The requirements for the eligibility of Portuguese nationality, Foreigners, and Stateless candidates, at the deadline for the application submission are:
a) Being aged 18 years old or more, non-inhibition for the prosecution of the public functions, non-interdiction for the prosecution of the public functions under this call, having the required physical robustness and psychological profile to prosecute the functions, and fulfilling the mandatory vaccination legislation according to “artigo” 17 of LTFP.
b) Owning a PhD degree in Electrical Engineering or Computer Science awarded by a Portuguese or foreign higher education institution. In case that the PhD degree was obtained in a non-Portuguese higher education institution:
i. Owning, till the occupation Job date, the registration of the PhD degree, through a recognition process of the degree awarded by the higher education foreign institution initiated before or equal to 2018 and completed by 2018 or 2019, according to decree law no. 341/2007 of 12th of October, or owning the respective equivalence, according to Decree-law no. 283/83 of 21st of June;
ii. Owning, till the till the occupation Job date, the recognition of the PhD degree awarded by the higher education foreign institution, through a process of “Reconhecimento do Grau”, initiated in 2019, before the application submission, according to Decree-Law no. 66/2018, of 16th of August.
7.2 – Special requirements regarding the adequate profile to the work to be done:
a) Owning a scientific and professional curriculum, with a profile adequate for the works to be developed, according to the initial level of PostDoctoral researchers in accordance to no. 4 of “artigo” 2 of “Decreto Regulamentar 11-A/2017”, of 29th of December, including the following:
- PhD degree obtained less than 5 years;
- Relevant scientific work in at least 3 of the following areas:
Distributed energy resources and renewable-based generation management, planning and operation of distribution power networks considering distributed energy resources and electric vehicles, optimization methods and techniques, decomposition techniques applied to the operation and reconfiguration of distribution power networks considering, distributed energy resources and electric vehicles, simulation of real environments considering behavioral aspects of electric vehicle users;
- Participation in scientific research and development projects.
b) The candidates should also:
- At least 5 articles in the last 5 years in the areas of the activities to be developed, as first author, published in Science Citation Index (SCI) / Journal Citation Reports (JCR) indexed journals.
- Possess very good oral and written communication skills, in English.
8 — Selection methods to be applied according to “artigo” 5 of the RJEC:
The selection of the PostDoctoral researcher is made through the application of the selection method “Evaluation of the candidate scientific and curricular course”, which will be complemented by the selection method “Interview”.
8.1 – The first selection method focuses on the relevance, quality, and actuality of:
a) The scientific and technologic production considered as most relevant by the candidate;
b) The applied, or based on the practice, research developed considered as with highest impact by the candidate;
c) The knowledge extension and dissemination activities, namely in the context of the culture and scientific practices promotion, considered as with highest impact by the candidate;
d) The management activities of science, technology, and innovation programs, or the experience on the observation and monitoring of the scientific and technologic system or of the high education system, in Portugal or abroad.
8.2 – The second selection method “Interview”, with maximum duration of 2 hours, will be applied to the candidates or a part of the candidates selected by the evaluation panel for this effect, which will cover exclusively aspects related with the “candidate scientific and curricular course” and with the outcomes of the candidates’ scientific research activities. The candidates selected for the interview should be present in the ISEP room and the time fixed by the evaluation panel for the interview; remote interviews are not accepted.
9 — Evaluation criteria:
According to the referred in point 8, selection method “Evaluation of the candidate scientific and curricular course”, focuses on the relevance, quality, and actuality, by the application of the following candidates merit evaluation parameters:
- Scientific and technologic production, namely publications, prototypes, patents, products, and recognition by the scientific community, namely through citations, scientific papers review, invited speech communications, and participation in scientific committees and scientific events organization;
- Participation in scientific projects with external funding;
- Scientific dissemination and knowledge transfer actions, including participation in events with oral presentation and demonstration of scientific activities results, and students’ supervision;
- Activities of management of science, technology and innovation programs or experience on the observation and monitoring of scientific and technologic system or of the high education system, including activities for the support of management, monitoring, and report concerning activities and results in the context of the projects in which the candidate has participated and of the research units and groups in which the candidate is integrated.
10 — Electronic application submission procedure.
10.1 — The applications are submitted electronically, until the midnight of the deadline, using the address: www.isep.ipp.pt/concursos.
10.2 — The application involves the submission of the following documents:
a) Electronic application form;
b) Detailed Curriculum vitae, allowing to evaluate the relevance, quality, and actuality, of the candidate scientific and curricular course, according to the order of the evaluation criteria mentioned in points 8.1 and 9;
c) Copy of the PhD degree certificate, or of the PhD recognition or registration, or of the request proving the starting of the PhD recognition or registration process;
d) Copy of PhD thesis;
e) Copy of the documents to support the activities and results registered in the curriculum vitae;
f) Documents to proof that the candidate fulfills the requirements referred in point 7 of the present call;
g) Motivation letter.
11 – Processing of the application procedure
11.1 - The selection process of PostDoctoral candidates begins, within ten working days after the deadline for submission of applications, by means of a meeting of the evaluation panel to evaluate the applications, and in order to verify, for each application, the compliance or non-compliance of the general and specific stablished requirements of this Edital.
11.2 - Only candidates who correctly formalize their application and who meet the legally required requirements may be admitted, complying with the stated in 7 and 10 of this Edital and the applicable legislation. Candidates who incorrectly formalize their application or who do not prove the requirements required in this call are excluded, as mentioned in 7 and 10 of this Edital and the applicable legislation. The false statements will be punished according to the law. The evaluation panel has the right to require any candidate, in cases of doubt, to present documents to prove their statements.
11.3 – In the case that none of the candidates is excluded, the evaluation panel will start, within the next five working days, the application of the selection method “Evaluation of the Scientific and Curricular course” (Avaliação do Percurso Científico e Curricular dos Candidatos), notifying by e-mail with notification delivery receipt, the admitted candidates regarding the beginning of the application of the selection method.
11.4 – In the case that a candidate is excluded, the excluded candidates will be notified, by electronic mail, with notification delivery receipt, about the hearing of interested parties, in the terms of the “artigo” 121 of the “Codigo do Procedimento Administrativo”, granting a term for pronunciation in a prior hearing.
11.5 - After the deadline for prior hearing of the excluded candidates, the evaluation panel assesses the questions raised by the candidates, within ten working days, and notifies to the excluded candidates the exclusion decision, by electronic mail, with notification delivery receipt.
11.6- In the next five working days, the evaluation panel starts the application of the selection method “Evaluation of the Scientific and Curricular course” (Avaliação do Percurso Científico e Curricular dos Candidatos), notifying, by e-mail, with notification delivery receipt, the candidates admitted regarding the beginning of the application of the selection method.
11.7 – The candidates will be notified regarding the Interview, by e-mail, with notification delivery receipt, indicating the date, time and place of the Interview, five working days in advance. Candidates who, without presenting a reasoned justification, do not attend the Interview selection method, are considered excluded from the application and are notified by e-mail, with notification delivery receipt, regarding the hearing of interested parties, in the terms of the “artigo” 121 of the “Codigo do Procedimento Administrativo”, applying the procedure described in 11.6 above.
11.8 – Upon completion of the application of the selection methods and parameters, the evaluation panel will proceed to the elaboration of an ordered list of the approved candidates, with their classification.
11.9 - Provisional unitary list of the final ranking: Applicants approved in the application of the selection methods shall be notified by e-mail, regarding the Provisional final ranking unitary list, with notification delivery receipt, in the terms of the “artigo” 121 of the “Codigo do Procedimento Administrativo”, granting a period of ten working days for the candidates to pronounce.
11.10 - After the deadline for prior hearing of the candidates, the evaluation panel assesses the candidates' claims and approves the final ranking list of the successful candidates. For occupation of the two contracts, this list integrates the final ranking of the candidates, approved in absolute merit, in descending order of the respective classification.
11.11 - The decisions of the evaluation panel and the final deliberation of the evaluation panel is approved by the President of the “Instituto Superior de Engenharia do Porto”, which has the competence for the decision to contract.
11.12 - Minutes of the meetings of the evaluation panel are elaborated, containing a summary of what has taken place in them, as well as the votes issued by each of the members and their reasons, being granted to the candidates, when requested or when required to be notified to the candidates in this procedure.
12 — The final applicant classification is expressed from 0 to 100.
12.1 – The value of such classification is calculated considering the following weighting factors, in the selection method “Evaluation of the candidate scientific and curricular course”, considering for each item only the activities relevant for the area of the application call:
12.1) Scientific and technologic production: weighting 55 %;
12.2) Activities related to applied or based on practice research: weighting 30 %;
12.3) Activities related with extension and dissemination of knowledge: weighting 10 %;
12.4) Activities of management of science, technology and innovation programs, or experience on the observation and monitoring of the scientific and technologic system or of the high education system:
weighting 5 %;
12.2 – The final applicant classification of the candidates corresponds to the application of the two selection methods, with the classification of the first selection method (Evaluation of the candidate scientific and curricular course) weighting 90%, and the classification of the second selection method (Interview), weighing 10%, after clarifying the merit of the outcomes of the candidates research in the application scientific areas.
13 — The evaluation panel proposed by the research projects Principal Investigators and appointed by dispatch of the ISEP President, according to article 13 of the RJEC, has the following composition:
President: Dr. Zita Maria Almeida Vale, Professora Coordenadora Principal.
Effective vowels:

Dr. Sérgio Filipe Carvalho Ramos, Professor Adjunto;

First substitute vowel:.Dr. Fernando Maurício Teixeira de Sousa Dias, Professor Adjunto.
When the President of the evaluation panel is unavailable, she will be substituted by the first vowel, which in case of unavailability will be substituted by the first substitute vowel.
14 — The evaluation panel deliberates through the roll-call vote substantiated according to the adopted and published selection criteria, without permission for abstentions. The candidates obtaining a final classification lower than 50 will not by approved in absolute merit so they will not be considered eligible to fulfill the positions under this call. The candidates with a final classification equal to or higher than 50 are considered as approved by absolute merit and will be sorted in decreasing order of the respective classifications, after dealing with possible equality of classifications. If two candidates have the same final classification, the candidate with the best classification obtained in point 12.1.i will be ranked first; if the final classifications are still the same, the candidate with the best classification obtained in point 12.1.ii will be ranked first; if the final classifications are still the same, the candidate with the best classification obtained in point 12.1.iii will be ranked first. If the final classifications are still the same, the evaluation panel will vote, with the President of the evaluation panel having quality vote.
15 — The present application call is intended, exclusively, to the fulfilling of the 2 indicated contract positions, which can possibly cease until the ratification of the final candidate sorted list and expiring with the respective occupation of the 2 contract positions under the call.
16.1 – According to the conditions mentioned in the “artigos” 16 and 17 of the Decree-Law no. 57/2016, of 29 of August, in the version of the Law no. 57/2017, of 19th of July, the current call and the contracting of the one PostDoctoral researcher is exempt of the permission of the Government members responsible for the fields of “finanças” and “Administração Publica”, namely, the mentioned in the no. 3 of “artigo” 7, of the LTFP and the obtention of the pre-authorization of the Government members responsible for the fields of “finanças” and “Administração Publica”, mentioned in the no. 5 of “artigo” 30, of the LTFP, and of the procedure of recruiting workers in “Situação de requalificação”, mentioned in the “artigo” 265 of the LTFP.
16.2 – The legal exempt of the permission, of the pre-authorization, and of the procedure of recruiting workers in “Situação de requalificação”, as mentioned in 16.1, is granted when the costs are supported exclusively by funding supported by FCT I.P., own funding resulting from programs, projects, and services and funding from programs and projects given by European funds and when the resulting costs are paid by programs and projects for which are made the contracts and, exclusively, when these are not sufficient, other own funding of the contracting entities.
16.3 – In compliance with h) of “artigo” 9 of the “Constituição”, the Public Administration, while hiring entity, actively promotes a policy of equality between men and women, in accessing employment and in the professional progression, strictly ensuring to avoid all and any way of discrimination. According to Decree-Law no. 29/2001, of 3rd of February, the candidate with disability will be preferred when the same classification is obtained, which will prevail upon any other legal classification.
