PUBLIC NOTICE OF AN INTERNATIONAL CALL OPENED FOR THE RECRUITMENT OF A DOCTORATE, UNDER THE DECREE-LAW No. 57/2016, OF 29th AUGUST By deliberation, on the 25th of September 2019, of the Executive Board of Instituto Nacional de Energia e Geologia (LNEG), an international call is open for a period of 30 working days as from the present date, for the recruitment of one (1) doctorate, under a work contract in public functions for an uncertain term, for developing research activities within the scientific area of Energy in the scope of the R&D project entitled "The transformative potential of ocean energy technologies (OceanTrans)" with reference PTDC/GES-OUT/30559/2017, financed exclusively by National funds through the Fundação para a Ciência e Tecnologia (FCT), whose goal is to investigate how the transition to a sustainable energy system can drive the transformation of existing industries, focusing on the construction of a new system around marine renewable energy technologies and its contribution to the development of a Sea Economy, and mobilizing theoretical and empirical contributions from socio-technical transitions and economic geography to examine the nature and effects of the interaction between the emerging system and its context and the impact of these process on regional development. 1. Duration of the work contract The work contract shall commence on the date the contract is signed and shall remain in force for as long as it is necessary to carry out the functions contracted herein, and may not under any circumstances exceed the deadline of the Project "The transformative potential of ocean energy technologies (OceanTrans)" with reference PTDC/GES-OUT/30559/2017. 2. Applicable Legislation a) Decree Law nº 57/2016 of August 29, which approved the regime of PhD contracting with the purpose of stimulating scientific and technological employment in all areas of knowledge (RJEC); b) Decree-Regulatory nº. 11-A / 2017, of December 29, which regulates the remuneration levels of contracts entered into under Decree-Law No. 57/2016 of August 29; c) Labor Code in Public Functions (LTFP), approved in annex to Law no. 35/2014 of June 20, in its current version; d) Decree Law nº 124/99, of April 20, which approved the Statute of the Career of Scientific Research. 3. Under the terms of Article 16 of Decree-Law nº 57/2016, of August 29, the present procedure is exempt of the authorization of the members of the Government responsible for the areas of finances and Public Administration, namely the procedure of recruitment of workers in situation of requalification, referred to in article 265º of LTFP. 4. Functions to be performed a) Conduction of scientific research in the context of the "Activities" defined in the Project: Activity 1 - Definition of conceptual framework and methods; Activity 2 - Dynamics of interactions at system level; Activity 3 - Explaining actors behaviour; Activity 4 - Conclusions and contributions to academic and societal debates; b) Preparation of scientific publications; c) Organization and/or participation in the dissemination and debate of partial and final results to different types of audiences; d) Co-supervision of master and doctoral students; e) Contribution to the establishment and/or participation in international research collaborations 5. Composition of the Jury In agreement with Article 13 of the RJEC, the jury of the competition procedure has the following composition: President of the Jury: Helder Perdigão Gonçalves, Executive Member of the CD of LNEG; 1st Member: Ana Isabel Lopes Estanqueiro, Researcher at LNEG; 2nd Member: Maria Margarida Duarte de Castro Fontes, Researcher at LNEG; 3rd Member: Nuno Miguel da Costa Bento, Researcher at DINÂMIA’CET-IUL; 4th Member: Paula Cristina Cayolla Morais Trindade, Researcher at LNEG; Substitute Member: Paulo Alexandre Pelote da Silva Justino, Researcher at LNEG; 6. Workplace The workplace shall be at LNEG - Polo do Lumiar, located at Estrada do Paço Lumiar, 22; 1649-038 Lisbon; Portugal. 7. Remuneration Remuneration is fixed on the level 33 of the Tabela Remuneratória Única (Single Renumeratory Table), approved in the Regulatory-decree nº 1553-C/2008, of 31 December, which corresponds to a monthly remuneration of 2.128,34 Euros. 8. Specific requirements for the contest Any national, foreign and stateless candidate(s) holding a PhD degree in Economics, Management of Science and Technology, Economic Geography, Environment, Management, Sociology or related disciplines relevant for the project, and holding a scientific and professional curriculum which reveals a profile suited to the activities to be developed. Will be considered as preferential factors (i) knowledge/previous experience in the field of sustainable socio-technical transitions, including publications in that field; or knowledge/previous experience in the field of energy from an economic and social perspective, including publications in that field; (ii) experience in using qualitative methodologies (for collection and treatment of information); or experience in using quantitative methods of analysis (e.g., statistics, econometrics, network analysis, data-mining); (iii) fluency in the English language. 9. General requirements of the contest are those defined in Article 17º of LTFP and the specific requirements defined in the previous number. 10. Evaluation of the Applications 10.1 Under the terms of article 5th of RJEC the selection is performed by evaluation of the scientific and curricular path of the candidates, considering the relevance, quality and novelty of the scientific production and professional activity for the project, considering: a) The scientific production considered more relevant by the candidate and related to the subject area of the call; b) Research activities considered to be of greatest impact by the candidate and related to the subject area of the call; c) Extension and knowledge dissemination activities considered of greatest relevance by the candidate and related to the subject area of the call. 10.2. Evaluation criteria: The evaluation criteria, in descending order of importance, are: a. Adequacy and merit of the academic curriculum of the candidate taking into account the area of the call; b. Previous relevant experience (including R&D projects and scientific publications in the area); c. Interview [(only the candidates selected on the basis of criteria a) and b)]. 10.3. The final classification system of the candidates is express by the following formula: Total: 0.5 × A + 0.40 × B + 0.10 × C In which: A is the rank between 0 and 5 obtained in point 9.2.a; B is the rank between 0 and 5 obtained in point 9.2.b; C is the rank between 0 and 5 obtained in point 9.2.c. 11. In the case of the "selection value" being less than 3.3 points, the jury may give the contest by closed and start new tender procedure. 12. The jury deliberates through nominal voting based on the above-mentioned selection criteria, and no abstentions are allowed. 13. The meetings of the jury are registered in minutes, which contain a summary of the meeting, as well as the votes issued per each one of the members and the respective reasons, being supplied to the candidates whenever requested. 14. Upon conclusion of the evaluation process, the jury elaborates an ordered list of the approved candidates with the respective final classification. 15. The final decision of the jury will be ratified by the President of the Institution, who has also the power to decide about the work contract of the selected candidate. 16. Formalization of applications: 16.1 Applications are formalized by completing an application addressed to the President of the National Laboratory of Energy and Geology, which must include identification of this notice, the full name of the candidate, the parents’ names, the identity card number and validate date, the Citizen Card or civil identification number, the tax identification number, date and place of birth, marital status, profession, residence and contact address, including the e-mail address and phone contact. 16.2 Applications must include the supporting documents of the conditions referred in points 8 and 10 for admission to the present contest, namely: a) Copy of certificate or diploma; b) Detailed Curriculum vitae, elaborated according with the items mentioned in point 10; c) A motivation letter (with a maximum extension of 750 words) describing the suitability of the candidate and the relevance of his/her scientific trajectory to the this position, drafted in the English language; d) Other documents relevant for evaluation of the competence in related scientific areas; 16.3 The candidates must send their application form and supporting documents, preferably in digital support, in PDF format, to the e-mail recrutamentoinvestigacao@lneg.pt, or delivered them in person at the Alfragide campus of LNEG, located at Estrada da Portela, Bairro do Zambujal, Alfragide, during the opening hours, or either by post to the same address. When sent by mail, it must be registered, with notice of reception, and sent until the last day of the deadline for the present contest, which is fixed in 30 working days after publication of this Notice. 17. The candidates that do not formalize correctly their applications, or do not present the supporting documents required, will be excluded from the present contest. In case of doubt, the jury of this contest has the faculty to demand to any candidate the documents proving their statements. 18. False statements provided by the candidates will be punished according to the law. 19. The list of all admitted and excluded candidates, as well as the ranking list of the admitted candidates, will be affixed in the atrium of the LNEG’s campus at Alfragide, located at Estrada da Portela - Zambujal - Alfragide, and published in the electronic page of LNEG, www.lneg.pt, being the candidates individually notified by e-mail with delivery receipt. 20. Prior hearing and deadline for final decision: Under the terms of article 121º of the Administrative Procedure Code, the candidates have, upon notification, 10 working days to present a formal rebuttal of the results of the contest. After 20 working days, counted from the end of the deadline of the prior hearing, the final decisions of the jury will be issued. 21. The present call is exclusively intended to fill the vacancy indicated, and may be terminated until the homologation of the final ranking list of the candidates, expiring with the respective occupation of the working position on offer. 22. Policy of no discrimination and of equality in access: The National Laboratory of Energy and Geology promotes actively a policy of no discrimination and of equality in access, hence no candidate can be privileged, benefited, impaired or deprived of any civil right or exempt from any duty due to, namely, its ancestry, age, sex, sexual guidance, marital state, family situation, economic situation, social origin or condition, genetic inheritance, reduced capacity, disable, chronic disease , nationality, ethnic origin or race, territory of origin, language, religion, political or ideological convictions and union membership. 23. Under the terms of Decree-Law nº 29/2001, of the 3rd of February, a disable citizen has preference over other candidate with equal classification, which prevails over any other preference factor. The candidates must declare in the application form, under commitment of honor, the respective degree of inability, the type of deficiency, and the means of communication/expression to use during the selection procedure, according to the terms of the above mentioned Decree-Law.
