under the Estatuto do Bolseiro de Investigação Científica, approved by Law no. º 40/2004 of 18 August, in its current wording, and Regulamento de Bolsas da Fundação para a Ciência e a Tecnologia, the Scientific Committee launches a tender for the selection of grantees to award individual grants:
Grant recipients need to meet the requirements of paragraph 1 of Article 30. Decree-Law No. 74/2006, of 24 March, as amended by Decree-Law No. 107/2008, of June 25, and 230/2009 of 14 September. The duration of the scholarship is annual, renewable up to a maximum of four years, can not be awarded for periods of less than six consecutive months. All applicants for these scholarships must have applied for admission to the MAP-Tele edition that begins in the 2015-2016 school year in one of the application phases announced in www.tele.map.edu.pt.
Recipients are nationals or citizens of other member states of the European Union; citizens of third States, holders of valid residence permit or beneficiaries of the status of long-term residency, pursuant to the Law n. º 23/2007 of July 4, amended by Law No. 29/2012, of August 9; citizens of third states with which Portugal has entered into reciprocal agreements; or citizens of third states, which are considered selectable after an individual interview.
Applications are open between 1 and 18 August 2015.
Applications will be received in electronic format by email to firstname.lastname@example.org and email@example.com , with the subject “FEUP-PD-MAP-tele”.
Applications must be formalized by sending a letter of application accompanied by the following documents: Curriculum Vitae duly signed, dated certificate of qualification (photocopy), three recommendation letters, motivation letter, and other documents that the candidate considers relevant for the assessment of the applicant’s merit.
Candidates may provide new documentation, or alternatively (given the overlap requirements) explicitly state in the scholarship application that they wish to reuse the documentation already provided for the application to the doctoral program MAP-Tele.
Candidates can also explicitly express their interest for this scholarship application to be made available to other grant offers from research projects associated with the program MAP-Tele, allowing documentation access to the researchers responsible for these research projects.
The evaluation of applications is made as described in this notice, considering the documents provided and producing an ordered list of candidates. The evaluation will have two components, distributed in two phases. The first phase (worth 60%) is a document analysis, following the same evaluation rules of admission to the MAP-Tele (assigning a weight 3 to the motivation letter, a weight 6 to the detailed CV, supported by documentary university records explicitly indicating the accomplished final degree average, and a weight 2 to three letters of recommendation), and a second phase (with weight of 40%), consisting of an interview, in person or remotely. Only candidates that the jury determines that meet the conditions of excellence consistent with a scholarship FCT MAP-Tele will be invited to the second phase.
The jury is appointed in accordance with the decision of the Scientific Committee at its meeting on July 13th 2015, and consists of the Professors Anibal João Ferreira, Adriano Jorge Moreira, Alexandre Júlio Santos, Henrique Manuel Salgado, José Ferreira da Rocha, Paulo Jorge Ferreira, and Rui Aguiar.
The results of the evaluation will be announced by email addressed the applicants, using the email address associated with the grant application and by letter. The final evaluation results will also be publicized through the ordered list obtained by final grade, posted on a visible and public of the Institute of Telecommunications - Aveiro Pole, Faculty of Engineering of the University of Porto, and University of Minho – Azurém Pole. The results will be publicized within one month after the conclusion of the period of submission of applications.
If the decision is unfavorable for the requested scholarship, the applicant has a period of 10 days after disclosure, to be heard in a preliminary hearing, pursuant to the Administrative Procedure Code. The final decision can be appealed to the Foundation for Science and Technology, IP, within 15 working days of its notification.
The allowances of the scholarship components, tuition fees and additional support are financed by funds from the State Budget of the Ministry of Education and Science and, when eligible, by funding from the European Social Fund through the Operational Programmes of the 2014-2020 programming period, of Portugal 2020, in particular the Thematic Human Capital Operational Programme, the North, Centre or Alentejo Regional Operational Programme, in accordance with the provisions of the applicable Specific Regulation.
Grant starting date cannot be before 1 October 2015.
